Scanned document can be converted into digital format like doc or pdf. You need OCR tools to do that. OCR, is a technology that enables you to convert different types of documents, such as scanned paper documents, PDF files or images captured by a digital camera into editable and searchable data such as .pdf or .doc. Commonly OCR is built in with scan software from your scanner CD driver. On Windows, you can use Microsoft Office Document Imaging to convert scanned file in image format to txt.
Except using that tools there are some tools that you can use to convert your scanned document into pdf or word.
Online Service
Free-OCR: Upload your images, select image language, click send. You will get result on the website. Free-OCR can convert JPG, GIF, TIFF BMP or PDF with only first image. The images must not be larger than 2MB, no wider or higher than 5000 pixels and there is a limit of 10 image uploads per hour.
Free-OCR can handle images with multi-column text and also supports more languages: Bulgarian, Catalan, Czech, Danish, Dutch, English, Finnish, French, German, Greek, Hungarian, Indonesian, Italian, Latvian, Lithuanian, Norwegian, Polish, Portuguese, Romanian, Russian, Serbian, Slovak, Slovene, Spanish, Swedish, Tagalog, Turkish, Ukrainian, and Vietnamese.

WeOCR Server: Upload your images or gzip files that contain images the click Regcognize to convert your scanned image to text. Your recognize will be shown on the website and you can also download the txt file.
WeOCR Server can handle BMP, JPEG, PBM/PGM/PPM, and their gzipped files. But WeOCR can’t handle page images and your image should be a text block image containing some texts only, with clear background, without any dirt around the texts.
Free Software
FreeOCR – Paperfile: is not only free OCR program but also a scanner including the Windows compiled Tesseract free ocr engine also known as a Tesseract GUI. Download and install online this freeware and you can start scan or convert your scanned file into word.

GOCR: an OCR (Optical Character Recognition) program to convert scanned images of text back to text files. It can open many different image formats, and its quality have been improving in a daily basis. GOCR is developed under the GNU Public License.
Simple OCR: Freeware OCR that provides good OCR results under optimal conditions. You must register to SimpleOCR to download freeware version. After register click Demos & Download menu.
TopOCR is OCR and image processing software that is designed to convert image that is captured with with digital cameras or smartphones. This freeware can convert minimal 5 MP cameras with high quality jpg.
